Why can't I catch this error?

This code always generates an error, I can't seem to catch it
Try { Set-MsolUserLicense -ObjectId $UserID -RemoveLicenses $LicenseID } Catch { Write-Output "User does not have this license" }
Generates this error:
Set-MsolUserLicense : The license [Redacted] is not valid. To find a list of valid licenses, please call the Get-MsolAccountSku cmdlet
I'm doing quite a bit of license updates today and this error is flooding my console.
Edit: The error is non-terminating so it won't catch. I add -ErrorAction Stop and now I can catch the error. Nice!

Writing a script to terminate users from a Microsoft 365 / Azure AD Connected environment

EDIT1
I've updated my script from the original per u/PMental's suggestions. I think it's a much better working script now, but I'm sure there more to be improved.
One thing to note is that the hiding of the user from GAL is a custom attribute I had to configure using some help from this post by Jack Stromberg and it's working well. With those steps completed, all I am doing is setting the custom attribute to show the string I need to hide the user from the GAL.

I think there is still more work to be done in error checking, but this is currently accomplishing what I want. Any thoughts?
/EDIT1

Hi everyone. First post here on PowerShell and I'm not the most well versed at it so please excuse the "noob-ness" in my script. I tried to piece together the things I found through research.
I'm trying to write a script that will efficiently terminate users from my Microsoft 365 environment that is connected to an on-prem AD by Azure AD Connect. My bare bone requirements for this script are as follows:
  1. Disable the User from on-prem and move to a terminated users OU.
  2. Set the user mailbox to be a shared mailbox.
It seems easy enough, but I am finding that when I disable a user from the on-prem AD, I first have to wait for the sync to happen (every 30 minutes) between the on-prem and AAD. Then the user is moved to the (soft) deleted users section in AAD, after which, I have to restore the user and then set the mailbox type to be shared.
So far, I've noticed one problem, although there could be many more:
  1. There seems to be some additional "lag" between AAD and Exchange Online causing some of the scripts to not run properly.
And a huge list of improvements that can be made:
  1. Script should automatically
    1. Remove all licenses
    2. Set autoresponders on the shared mailbox
    3. Request for and add specific members to the shared mailbox
  2. Faster execution (waiting for 3 minutes by force is dumb-dumb)
  3. Is there a way to change the user to be a Shared mailbox without the need to be deleted and then moved and the restored and then changed?
  4. Need to include error checking or redundancy throughout the script.
As mentioned at the top, this is my very first real script and I'd appreciate some feedback and help in designing what I need. Thank you!
