President Trump is ordering the federal government to begin the process of defunding New York City and three other cities where officials allowed “lawless” protests and cut police budgets amid rising violent crime, The Post can exclusively reveal.
Trump on Wednesday signed a five-page memo ordering all federal agencies to send reports to the White House Office of Management and Budget that detail funds that can be redirected.
New York City, Washington, DC, Seattle and Portland are initial targets as Trump makes “law and order” a centerpiece of his reelection campaign after months of unrest and violence following the May killing of George Floyd by Minnesota police.
“My Administration will not allow Federal tax dollars to fund cities that allow themselves to deteriorate into lawless zones,” Trump says in the memo, which twice mentions New York Mayor Bill de Blasio by name.
“To ensure that Federal funds are neither unduly wasted nor spent in a manner that directly violates our Government’s promise to protect life, liberty, and property, it is imperative that the Federal Government review the use of Federal funds by jurisdictions that permit anarchy, violence, and destruction in America’s cities.”
Federal agencies must detail “all Federal funds provided to Seattle, Portland, New York City, Washington, D.C.” Also, within 14 days Attorney General Bill Barr must develop a list of “anarchist jurisdictions” that “permitted violence and the destruction of property to persist and have refused to undertake reasonable measures” to restore order. The memo does not require Barr to include the four cities, possibly for legal reasons.
The memo instructs White House budget director Russ Vought to issue guidance in 30 days from Wednesday “to the heads of agencies on restricting eligibility of or otherwise disfavoring, to the maximum extent permitted by law, anarchist jurisdictions in the receipt of Federal grants.”
New York is named because of a crime wave as officials cut police funds. The city had a 177 percent spike in shootings in July compared to last year. The City Council approved a budget in July that cuts $1 billion from the NYPD’s $6 billion annual budget and eliminates $537 million in capital spending.
The memo says that “in New York City, city officials have allowed violence to spike.”
“In light of this unconscionable rise in violence, I have offered to provide Federal law enforcement assistance, but both Mayor de Blasio and Governor Andrew Cuomo have rejected my offer,” Trump says in the memo.
“While violence has surged, arrests have plummeted. In a 28-day period during the months of June and July, [New York City] arrests were down 62 percent from the same period in 2019. Amidst the rising violence, Mayor Bill de Blasio and the New York City Council agreed to cut one billion dollars from the New York Police Department (NYPD) budget, including by cancelling the hiring of 1,163 officers.”
The memo also cites NYPD Commissioner Dermot Shea’s June disbandment of plainclothes units. “Police officials have cited this decision as a factor contributing to the rise in violence,” the memo says.
The document knocks the performance of Democratic mayors in each city, as well as state leaders.
“As a result of these State and local government policies, persistent and outrageous acts of violence and destruction have continued unabated in many of America’s cities, such as Portland, Seattle, and New York,” the memo says. In Washington, DC, “Mayor Muriel Bowser allowed rioters and anarchists to engage in violence and destruction in late May and early June, requiring me to call in the National Guard to maintain law and order in the Nation’s Capital,” the memo says.
The memo, in the works for weeks, does not directly reference activists confronting guests of Trump’s Republican National Convention speech as they left the White House on Thursday.
Portland made the list for nightly clashes that this week included activists smashing the windows of Mayor Ted Wheeler’s condo building, launching fireworks at its windows and lighting fires both inside and outside the residence. Wheeler, who refused Trump’s offer of federal assistance in a recent letter, announced Tuesday he will find a new home to spare his neighbors from further protests. Seattle is on the list largely for tolerating a long-running “autonomous zone” that ultimately was dismantled due to violent crime including shootings nearby.
“On July 1, Seattle declared the protest zone dismantled. But such failed leadership continues to harm the people of Seattle as, in recent weeks, rioters have engaged in violence and destruction of property across Seattle, resulting in at least 59 police officers being injured and multiple businesses and vehicles vandalized,” the memo says.
Vought, the White House budget director, applauded the review in a statement.
“American taxpayers who fund the great programs that our cities rely on deserve to be protected by their local city officials,” Vought told The Post.
“We are taking action by exploring all options to ensure federal resources flowing to lawless cities aren’t being squandered. The lack of law and order surrounding these riots, and response from local leadership, is a dereliction of duty. Our men and women in blue cannot be handcuffed by local leadership in their efforts to respond to riots and protect their fellow citizens,” Vought said.
A senior administration official told The Post that “taxpayers shouldn’t foot the bill for local politicians’ dereliction of duty” and “President Trump is ensuring taxpayer dollars are not wasted by lawless mayors.”
The list of cities and possibly states will be updated periodically with input from the Justice Department, the official said, and federal agencies will be directed to revise grant conditions when applicable to uphold the rule of law. The official said Portland, the smallest city on the list, got more than $252 million in federal funds in fiscal 2019, including for police operations.

We go to the Philippines.

Luzon, Philippines circa 1995, Joint Exercise Balikatan. Long story about my trip ( as well as the staff from my Separate Infantry Brigade) to the Philippines.
We are at drill and its announced 41st BDE staff will be going to the Philippines to conduct a command post exercise with the Philippine Army. We are told the exercise will be held in Manilla and the participants will be staying in very nice hotels. What this really means is that several lists of "staffs" are drawn up. Because it’s going to be so nice, the first string is mostly senior officers from other units bumping actual staff from the exercise. I am on the 3rd string along with most of the real staff.
This is where persistence wins out. Before our two week annual training we find out that this exercise will be in the field and there will be no comfy hotels. Mysteriously a bunch of senior officers find reasons not to go. Then we go to Ft. Lewis for our annual training. There we are notified that everyone on the list(s) must report to the Troop Medical Clinic for required shots to include Japanese Encephalitis. Those of us who have deployed before only need the JE shot. However, a whole bunch of the senior officers have not deployed to the Far East and are scheduled for a ton of shots. Mysteriously more find excuses to not go.
What’s left, the real staff. We got our shots and did a few high fives. Next we have to get passports. Because the US military no longer has a permanent presence in the Philippines ID cards will not suffice to get us through customs. Apparently neither will regular passports. We will be getting red diplomatic passports. We are still in the field wearing camouflage paint looking like real warriors when we are notified to report to the passport office on main base FLW.
We arrive at the passport office in uniform, all with a green tinge about our necks and faces. The young lady running the office says we cannot have our pictures taken in uniform. We have no civvies and are wondering what to do. The young lady comes to our rescue with her husband’s sweat shirt he uses for painting. So 40 of us wear the exact same shirt for our passports.
Later we figure that this was not really a good idea as communist guerillas regularly stop busses to rob the passengers and hold government employees for ransom. So, here are 40 guys with diplomatic passports that clearly state we are working for the US government and all wearing the same shirt. Can anyone else spell CIA. We didn't get stopped, but always had Philippine Army guards with us, fully armed just in case.
Ultimately we fly commercial to the Philippines and our passports work magic going through customs. We get on busses and travel north through central Luzon. We make a right turn at Cabanatuan and about 15 miles later pull into Camp Magsaysay. It is a remote Philippine training base with cinder block one story barrack that were very basic with screens for windows. Later we found that we should have done home work on this camp as it is almost exactly where the survivors of the Bataan Death March ended up (We would have paid our respects).
It’s late but someone has discovered a cantina that serves cold beer. We walk across fields of grass to a small building with dirt floors. However, it is nice and very clean with the exception of the dirt floor. The beer was cheap and plentiful and despite having several, we found that we were sweating so much we never had to use the bathroom (later we found this to be a wall with a drain at its base that emptied into the nearby creek).
Now we are ready (and alcoholically prepared) for some sleep. Walking back through the fields, we find that the insects have come to life. I am not sure if it was crickets or a relation, but the chirping sound was very loud. So loud that when we put our heads down to sleep, we simply cannot not sleep. I think I passed out from exhaustion about 0200.
We were woken at 0530 to shower, shave and get an MRE. Then off to set up our TOC in preparation of our exercise. When we arrived, LTC Tom (who I worked for years later in Sarajevo) our S3 told us we were packing up and moving back to Manila tomorrow as a super typhoon is heading this way with 150 mph winds. It’s thought that our barracks tin roof would not survive the storm. Heck, we didn't even unpack our equipment so there is virtually nothing to do. Many of us head back to the barracks for a little more sleep now that the insects are quiet and before it’s too hot to sleep.
That evening we reconvene at the cantina and the beer flows. One of our female Captains starts a game where you put a ball between your legs at knee level and work it up to your thighs. She is adept at it, but no one else is. Then our next and soon to be S3 (LTC and highly respected) does the unexpected. He pulls down his pants to play the game. I and another staff member escort him out quickly with heartfelt admonishment. Wow, alcohol speaks in mysterious ways.
The next day we are bussed back to Manila. We are taken to a former US base and moved into the former golf course club house. Its old and built from large stone blocks and looks impervious to the oncoming typhoon. We set up cots on the screened in first floor, thankfully there are ceiling fans as it’s hot and humid. The typhoon is scheduled to hit tomorrow morning so we settle in.
By morning the winds pick up and the morning sky is black. The power goes off at about 30 mph as the Philippine power grid is not very robust. An hour or so later we are huddled in the basement of the former club house, dark dreary and pretty breezy. After several hours we are in the eye of the storm and wander outside to see the damage. Lots of trees blown over and debris everywhere.
After the eye passes the winds now come from a different direction and we can sit under a large (well built) roof on the patio. We watch as the storm comes back in with fury. Large trees snap in half with the top part simply blowing away. I am pleased with the humanity of our group as we watch a bat blown out of our building and onto the golf course. It struggles to get up and spread its one ounce wings and I hear the concerted voices of 60 some Americans yelling "don't get up". That not being in a bats nature, it spreads it wings and is blown into a tree. There is a collective groan.
The storm winds down and we assess our predicament. No power, no running water and lots of MREs. Our living quarters upstairs were stirred a little, but put back in order quite easily. We wander around the grounds and note that the residents of the nearby houses are all picking up trash and restoring their property already. We pitch in around the club house and pull out the small trees that have blown over. Later we see that the Filipino’s simply pushed them back upright and brace them (apparently they grow back just fine). Before we leave the spot where our trees came from has a small sign "This mini tree cut provided by the Oregon National Guard".
We get a visit from the US Embassy and arrange for a hot breakfast every morning out of their emergency supplies. Breakfast turns out to be mystery meat mini patties, powdered eggs, coffee and instant orange juice. Marginally better than an MRE. We have cisterns that have collected rain water which is what we now use for bathing. One Captain is caught using our limited bottled water and chastised severely. So our basic needs are taken care of and we get back to the purpose of coming here in the first place.
We will now have our exercise at an old US Army post (pre WWII), near a Philippine Army Headquarters in Manilla. The first thing that happens is all our laptop computers die from lack of power. This causes immense joy for the staff as we usually have to spend hours banging out orders and annexes for exercises. We revert to the old way, a preprinted format where you fill in the blanks. Its much simpler and less time consuming as well, and how it works in the real world of fast paced combat.
Our TOC is set up on an open parade field in full sun. Despite our standard of wearing our full uniform, sleeves down, it is so hot and humid that the Commander relents and we are in t-shirts. We begin the MDMP (Military Decision Making Process), a rather complex and detailed method of coming up with our Operations Order. Our Philippine counterparts share their version of MDMP with us. We are taken aback, it is our MDMP put into a flow chart that makes it much easier and faster to use (we copy it). Someone in their Army who trained in our doctrine spent a lot of time boiling down our MDMP into this flowchart. Normally these exercises run 24/7, but with only 12 hours of sunlight and no electricity, we only spend about 8 hours a day doing real work and are given the evenings off. Many of the more senior officers head downtown to the hotels that have their own generators. A few of us discover the enlisted Filipino Army Engineer compound just a block away. They have a generator set up and running their little cantina. They are delighted to have Americans come visit, eat and drink with them.
I buy a round of beer for all the Filipino Soldiers (16) which costs just more than $5. It was a good investment earning me free beer the rest of the night and several snacks which I did not recognize nor did I seek to find out what they were. Only one of the Filipino Soldiers spoke English but when they cranked up their karaoke machine we found they universally sang in English which they obviously did not understand as none of the singers could converse with us. One of them could do a stunning rendition of Elvis. Our only female a Captain was a singer and pulled up on the karaoke machine, Unchained Melody which she performed very well (I suppose it could have been the beer). This created a small problem in that she suddenly became very attractive to the Filipino Soldiers. So much so that she told the one English speaker that I was her boyfriend (probably because I was seated near her). Anyway I had to spend the rest of the evening sitting there pretending while my buds gave me crap. Having to get up with the sun we departed early and slept well.
Pretty much every day was the same, hot and sweaty work and cool beer in the evening. Not a bad war game compared to the usual 24/7. Due to the storm and lack of power, the war game was abbreviated and we managed to get a few days off.
LTC Tom is organizing a day trip to Corregidor Island. It will be a breakfast cruise to the island, a tour with guide and a dinner cruise back to Manila all for $60. I'm in and so are about 50 others. A female Warrant Officer is in charge of collecting the cash for the trip. That evening, she accompanies some of the senior officers down town (I'm at the Engineer cantina). She leaves her purse to use the restroom and the money is gone when she returns. I have and remain suspicious of this account, but there is nothing anyone can prove. It looks like the trip is off.
About 0400 the next morning, I wake and cannot sleep. I get up to go outside and stretch. I see the glow of a cigarette and head over to find company. Its LTC Tom busy talking on his cell phone (no power but cell phones work as well as his cell phone?). He hangs up and I ask what’s going on. He says that out trip is back on. What he has done is put the entire trip on his credit card and called back to the Oregon Guard and cut a deal. LTC Tom will turn the trip into a staff ride and the Guard will reimburse him for this training event.
While we are happy to have the trip back on, our happiness is tempered by now having assignments to teach on the cruise to the Island. This works out well when we finally go, we eat breakfast quickly and assemble on deck, charts are posted and instructors (us) walk the students (us and many curious civilians) through the Battle of Corregidor Island. We land near the dock where General McArthur departed during the siege. We have a great all day tour and do enjoy a more relaxed cruise back to Manila.
I forget which day it was but 2LT Phillip (US LT of Filipino descent who had also lived there.and later worked for me as a Major in Iraq) has found a small restaurant nearby that has a gas grill. I think six of us went with him for lunch and since he spoke the language he ordered for us. We were soon presented a plate with rice, gravy and some sort of meat. I took several bites and then leaned over and whispered to him "Phil, this is tripe isn't it?" "Uh, yes sir". "Well, don't tell anybody".
We are at the Filipino Army Officer's Club for a party with our counterparts. I am asked to wait outside as a visual landmark for our female Warrant Officer (that one) who is arriving by taxi. As I wait outside a Filipino comes by and asks what I am doing in perfect unaccented English. I explain, but then ask where he got his English. "US Navy,.20 years". So, I ask what he does in Manila. He runs the US National Cemetery. We talk about his job for a bit and then he says "Tomorrow is Memorial Day and since the US military is gone, the only representatives will be the Marine color Guard from the US Embassy. Do you think your unit can come?" , "Follow me". I take him inside to meet BG B the 41st BDE Commander. They chat and the deal is on. We will be there.
The next morning we arrive early and wander through the cemetery before the ceremonies. Soon we find markers for the 41st Division (Our unit in WWII), lots of them. Then even more disturbing, row and rows of "Unknown but to God". This is the largest US National Cemetery in the world as it also contains the markers for all those lost in ships and never recovered. The ceremony is mercifully short and we leave what we consider hallowed ground for the bustle of Manila.
The typhoon had winds of 150 mph and while we had no injuries, 600 Filipinos died from the storm and its aftermath. Several of our units were detached from our exercise to aid in rescue and comfort missions.
